Technical Policy Brief: The Missing Layer in Africa's AI Ecosystem
Africa is generating more data than ever, while AI strategies, policies, and innovation ecosystems are rapidly taking shape across the continent. Yet beneath this momentum lies a more fundamental question: is Africa’s data actually ready to power the AI systems the continent wants to build? This policy brief moves beyond whether data exists to examine the less visible challenge of whether it can be used effectively.
Drawing on insights from ConvergenceAI’s ecosystem intelligence and the GIZ AI Made in Africa and Open Data Africa initiative, the brief identifies what it calls a missing layer in Africa’s AI ecosystem. The analysis highlights important disconnects between growing AI ambitions and the underlying data environments needed to translate those ambitions into practical, trustworthy applications.
These gaps extend beyond technical questions of data quality. They raise broader questions about geography, language, accessibility, and inclusion, and ultimately about which countries, sectors, and communities are positioned to benefit from Africa’s AI transformation. The brief explores where these gaps are emerging and why addressing them will be critical as governments and institutions move from developing AI strategies to implementing them.
At its core, the brief calls for a shift from open by default to AI-usable by design. What would it take to build the connective infrastructure between Africa’s data, its policy ambitions and its growing innovation ecosystem? And what roles should governments, development partners, researchers and technology platforms play? The Missing Layer in Africa’s AI Ecosystem explores these questions and presents data readiness as a foundational component of Africa’s emerging AI future.
